Foreign Office, June 6, 1907. SHANGHAE Mixed Court: Your telegram No. 99 of the 6th instant. I concur in opinion expressed in the last paragraph of your telegram, and agree that we should avoid all discrimination. Diplomatic Body should not, however, take any initiative with regard to the re-introduction of bamboo. Any general reform of Chinese punishments would be welcome, but Chinese Government must secure that punishments are as effective for foreign Settlements as they are outside, and that they are sufficient to prevent the increase of crime,
